We have some incredible momentum to share. Thanks to your collective advocacy and outreach, the push for HB 1142 is working. We are pleased to report that the House of Delegates has passed the bill in time for the crossover deadline. This is a massive step toward modernizing municipal revenue and ensuring our cities and towns have the fiscal tools they need for the future.
We owe a huge thank you to Chair Jheanelle Wilkins and the members of the House of Delegates for their leadership and for recognizing the urgency of this issue.
The Baltimore Sun covered the recent news, including Annapolis’s local resolution in support of the bill -- Annapolis backs state bill to look into non-property tax revenue streams
The Power of Our Unified Voice
The "Strength in Numbers" approach is yielding real results. Here is where we stand:
35 Municipalities and Counting: We now have 35 municipalities that have either passed or committed to passing a resolution in support of this revenue task force. This level of participation sends an undeniable signal to Annapolis that this is a statewide priority.
What’s Next?
While we celebrate this progress, the work is far from over. As we pivot to the Senate, we need to keep the pressure on:
Keep the Resolutions Coming: If your municipality hasn't passed a resolution yet, it’s not too late. Every additional resolution adds weight to our testimony in the Senate. Please let us know if you plan to put this on your governing body’s agenda.
Watch for the Senate Hearing: We expect a hearing date to be announced shortly. Be on the lookout for that alert. When that date comes, we need to show up in force. Let’s bring the same energy and presence we did for Highway User Revenues (HURs)!
This is also a priority for MACo: Make sure your county counterparts hear the news as well.
Thank you for your tireless advocacy. Let’s keep this momentum going all the way through the Senate. If you have any questions about the bill or resolution drive, contact Justin Fiore, Director of Advocacy and Public Policy at [email protected].
