Maryland Municipal League Hosts National Leaders in Annapolis for 2025 NLC-RISC Conference

(October 29, 2025) Annapolis, Md. – The Maryland Municipal League (MML) served as host to 38 State Leagues and insurance pools from across the country for the 2025 National League of Cities (NLC) Risk Information Sharing Consortium (RISC) Staff Conference this week in Annapolis. Alongside the Local Government Insurance Trust (LGIT), over 200 League and insurance pooling staff convened to share insights and best practices for managing risk.

 City of Annapolis Mayor Gavin Buckley welcomed attendees and opened the conference with a presentation on the vital city dock project and the impact it would have on future resilience for the city and its residents and business community after 2024 saw the worst year in flooding in Annapolis. During the 2025 NLC RISC Annual Business Meeting, the New York Municipal Reciprocal was adopted as the newest member and the National League of Cities Stutz award for 25+ years of municipal league service was awarded to Dorie L. Schwartz - Property Claims Manager for Maryland based Local Government Insurance Trust. A closing reception for the conference was hosted by MML and LGIT at the historic William Paca House and Gardens.

The NLC-RISC conference is a premier event for state league-sponsored risk pools, which provide essential insurance and risk management services to thousands of local government entities. Sessions focus on areas such as cybersecurity, liability, workers' compensation, and developing resilient public services.

The gathering provides a unique opportunity for MML to highlight the innovative work being done by its members and to build partnerships that will benefit communities in Maryland and beyond.
