On March 30 Governor Hogan issued an Executive Order that suspends certain portions of State law that deal with the procedures for municipal charter amendments, only in instances involving municipal elections. Many municipalities in Maryland are set to have their elections in April, May, June, and beyond but are uncertain how to handle an election where citizens cannot gather.
This Executive Order allows for a nimble approach to amend the charter provisions dealing with the election to change the date or the method in which the election is to be conducted. This Order was drafted in consultation with municipal attorneys, and municipalities are advised to consult an attorney before continuing down the path of a charter amendment.
