While the bill has not not yet been formally introduced, MML has secured bipartisan sponsors of its priority bill to fully and permanently restore municipal highway user revenue (HUR). In the senate, Cory McCray (D-Baltimore) and Andrew Serafini (R-Washington County will act as sponsors while delegates Carl Anderton (R-Eastern Shore) and Brooke Lierman (D-Baltimore) will sponsor the house of delegates version.
In addition to raising the municipal and Baltimore City portions of HUR in FY25, the bill removes the funding sunset after FY24 for municipalities and counties, ties HUR to increases in the gas tax due to inflation, and includes HUR in the lockbox protections afforded to the rest of the transportation trust fund.
