After public hearings in the House of Delegates, both the community coalition bill (SB 713) supported by MML, MACo, and Baltimore City and the wireless industry bill (SB 937) which is opposed by the local government groups were heard in the Senate Finance committee on February 26, 2019. Although the Senate hearing was shorter than its counterpart in the House it provided some contentious moments as both sides presented their case. As a reminder SB 713 preserves local authority in the siting of small cellular infrastructure and promotes a partnership between local governments and the wireless industry while SB 937 preempts local governments and circumvents local process. Much more work is to be done on this issue and it remains to be seen the fate of both bills.
