Governor Hogan announced a bipartisan agreement to increase transportation funding for local governments on Thursday, March 31. The announcement was made from Government House during a reception for the Maryland Mayors Association. This plan was solidified in the Senate Budget & Taxation Committee on Monday, April 4.
Under this agreement, the share of transportation funding for local jurisdictions will increase from 13.5% to 15.6% in FY24, and by FY27, the percentage will increase to 20%. The proposed municipal portion of that Local Share of the HUR fund is 2.4% in FY 24; 2.7% in FY 25; 3.0% in FY 26; 3.0% in FY 27; and 2.4% from FY 28 onwards. Without this proposal, the municipal share would drop from the current level of 2% to 0.4% beginning in FY 24.

SB 726/HB 1187 must still be passed by both Chambers but with the Governor and MGA Leadership supporting this proposal, we are confident in the outcome. With six days to Sine Die, MML will be watching this bill closely.
