Senate Bill 56 proposes a change to the Program Open Space application process, requiring General Assembly approval, not just review, of local government plans. MML’s Angelica Bailey testified in opposition at the bill’s January 25 hearing, arguing that the current process provides sufficient oversight and requiring additional approval creates inefficiencies without adding value. MACo also testified in opposition.
Senate Bill 96 would expand the Community Parks and Playgrounds Program within the Department of Natural Resources (DNR) to make grants available to Charles County for the construction and maintenance of basketball courts at county parks with baseball fields. This bill was also heard on January 25, where MML’s Angelica Bailey explained that opening the Program to counties would result in increased competition, thus limiting funding available to municipalities.
Neither bill has been crossfiled. MML will continue to monitor this important issue.
