The Municipal Infractions Manual is a focus on the code enforcement process, from the time of the initial complaint through court hearings, appeals, and enforcement. It focuses on state law provisions laid out at Md. Local Government Code Ann., Sections 6-103 through 6-107, as well as cases and other statutory sections which are relevant. The audience is broad, and it is intended to be useful for code enforcement staff in municipalities as well as attorneys and anyone else with an interest - or need to know.
While written by Frank Johnson, Assistant City Attorney for the City of Gaithersburg, Maryland, it was co-sponsored by MMAA and the Code Enforcement and Zoning Officials Association, and the Maryland Municipal League took the lead role in publishing the Manual. Many thanks to Scott Hancock, Karen Bohlen, Jim Peck and the many others involved in the publication.
The manual is available online (PDF). It's also on the main MML page, as the last item under the "Research" tab. Each municipality was sent one paper copy, and additional copies may be ordered by contacting Jim Peck at MML, or email Frank Johnson (who will coordinate with Jim Peck).
