Member Services Overview


The Maryland Municipal League provides the following services to members.

LEGISLATIVE ADVOCACY

In addition to sponsoring statewide municipal legislation, MML staff study all bills affecting municipalities; prepare, publish and distribute bulletins summarizing bills; and advocate municipal issues before the General Assembly.

INTERGOVERNMENTAL RELATIONS

MML, through its full-time staff and membership acts as liaison between municipal governments and county, state and federal governments. A major objective is promoting cooperation and coordination among the various governmental units. To that end, city and town officials represent MML on many state committees, commissions and task forces.

TECHNICAL ASSISTANCE/RESEARCH

A major MML service is providing answers to questions about municipal government. MML staff members annually answer hundreds of inquiries from local officials ranging from simple requests for a sample ordinance to complex questions requiring considerable research. MML's library, research files, and information systems help the professional staff promptly respond to requests for information and assistance.

INSURANCE AND BENEFIT PROGRAMS

Through pooling and service negotiation, MML members participate in a variety of programs at reduced cost. Services include:

  • Local Government Insurance Trust (LGIT) - liability insurance and group health insurance
  • Municipal Workers' Compensation
  • Municipal Unemployment Insurance Cost Control

LEGAL DEFENSE

In court cases or administrative proceedings where the fundamental interests of cities and towns are at issue, MML periodically files friend-of-the-court briefs on behalf of its membership. MML uses a rigorous screening process to ensure that it intervenes only in cases of major concern to municipal governments.

PUBLICATIONS

MML publications keep city and town officials informed on and aware of developments and issues in municipal government. Publications include:

  • Maryland's 157: The Incorporated Cities and Towns;
  • Municipal Maryland magazine, published 10 times a year;
  • The biweekly Bulletin provides timely updates on state and federal programs, court decisions affecting municipalities, and MML news. Published weekly during the legislative session, the Bulletin reports on the General Assembly's actions which affect cities and towns.
  • The annual Directory of Maryland Municipal Officials provides listings of more than 1,000 elected and appointed municipal officials, along with dates for council meetings, term expiration dates, and upcoming election dates.
  • The annual Report on Legislation Affecting Municipalities provides information on the many bills passed each year by the General Assembly that impact Maryland city and town governments.

MML's cyberspace publication offers information to both members and the general public. Various pages include information on MML's bylaws, chapter and department contacts, staff, convention and training registration, Board, research library index, magazine featured articles, listing of Business Associates, and a Kids Page.

CONFERENCES AND TRAINING

Officials from member cities and towns meet regularly at MML's annual convention and legislative conference, as well as at regional meetings, to discuss and exchange ideas, experiences and information. Workshops offered at the convention and conference focus on basic issues affecting municipal government and teach skills that permit more effective and productive use of resources. Additional workshops, including televideo seminars, are offered periodically throughout the state.

ACADEMY FOR EXCELLENCE IN LOCAL GOVERNANCE

The Academy for Excellence in Local Government provides municipal officials with the opportunity to earn certification and continuing education credits for completing comprehensive training on municipal governance.

CHAPTERS & DEPARTMENTS

Municipal elected and appointed officials meet regularly to discuss common issues. Nine regional chapters and seven affiliate departments, representing various municipal professional occupations, serve the purpose of facilitating communication and cooperation within MML and between municipalities and other units of government.

BUSINESS ASSOCIATE PROGRAM

Maryland Municipal League's Business Associate Program promotes city and town government through information exchange and cooperation with companies, organizations and individuals. Business Associates receive a variety of MML publications which keep them informed about municipal government concerns and issues. There are three levels of program participation which provide Business Associates with a choice in benefits that will best suit their needs.
