Our town code currently requires that a sitting councilmember be a member of the town's Historic District Commission. We'd like to remove that requirement but weren't sure if doing so was permitted under state law.

On November 5th, the town council held a closed meeting in accordance with the State Open Meetings Act. No one disputes the fact that the mayor and council properly closed and recorded this meeting. However, some controversy arose when the council reconvened at its next meeting on November 14 and immediately resumed the previous closed session as a continuation of the prior week's meeting. Since the public was made aware that the council had not yet completed its discussion from the previous meeting, is it necessary for the elected body to take yet another vote before resuming the closed session?

Our City Ethics Ordinance says that all actions of the Ethics Commission are to be treated as confidential "until a final determination by the Commission."However, one of our citizens insists that a written complaint filed with the Commission is not among the public records exempted from disclosure under the Maryland Public Information Act. Do we need to turn over records related to the complaint despite this provision in our ethics ordinance?
