The Report on Legislation Affecting Municipalities provides information on the many bills passed each year by the General Assembly which have an impact on Maryland’s city and town governments. The Report is divided into sections on economic and community development, employment and pensions, fiscal affairs, health and environment, public safety, and state and local government. A special legislative analysis section provides details on legislation that has a major impact on cities and towns. The State Shared Revenues Handbook provides information on state shared revenues and state administered local revenues that municipalities are eligible to receive. Listings include business license fees, financial institutions, highway user revenues, state aid for fire, rescue and ambulance services, state aid for police protection, admissions and amusement tax, and income tax. Each municipality receives one copy of the State Shared Revenues Handbook.

The Quick Guide for Maryland Municipal Officials provides city and town officials with information about Maryland municipal government. Organized with divider tabs for easy reference, this handy guide covers a broad range of topics such as duties, roles and responsibilities of municipal officials, conflict resolution, home rule in Maryland, sources of municipal powers, the city/town charter, annexation, forms of government, Maryland’s Open Meetings Act, council/commission meeting agendas, citizen boards, ethics, finance and budgeting, media relations, and an overview of the Maryland Municipal League. The 7" x 9" Quick Guide was designed to fit easily into briefcases and handbags so that municipal officials can take the Guide to meetings and use it as a reference when questions or concerns arise. A handbook on Maryland municipal incorporation, prepared by the staff of the Maryland Municipal League, is available to individuals and committees seeking information on procedures and considerations associated with municipal incorporation. League staff members are also available to answer questions relating to this issue and to make presentations on municipal incorporation to community groups. Presentations can be arranged by contacting the member services or research departments at the League office in Annapolis.
