Maryland Municipal Clerks Association

MMCA SCHOLARSHIP GUIDELINES

 

PURPOSE

To provide continuing education and to encourage professionalism in Maryland Clerks by awarding financial support to qualified applicants who require assistance in working towards their Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) designations, participate in conferences or conventions designed to enhance local government productivity, or pursue training and higher education goals, including on-line classes, to further their professional development.

 

GUIDELINES

The criteria on the following pages shall be considered by the Educational Scholarship Committee and used for making judgements in conjunction with the information provided by candidates.

 

ELGIBILITY

The applicant must:

 

  • be an active member in good standing of the Maryland Municipal Clerks Association (MMCA) and of the International Institute of Maryland Clerks (IIMC).

 

  • be a municipal clerk, clerk-treasurer, deputy clerk, assistant city clerk, or anyone performing the duties of a clerk, and normally have served in that capacity for a minimum of one year in the present municipality. Clerks will be given preference over deputy clerks. The one-year requirement may be waived at the discretion of the Education Scholarship Committee.

 

  • Submit a letter along with the scholarship application showing that funding was sought from the municipality and that the governing body or administration has denied full funding or allocated only partial funding.

 

Applications for scholarships must be submitted on the prescribed form no later than 60 day prior to the event.

 

The applicant must:

 

  • provide a letter showing that a request for full funding was submitted and denied, or that only partial funding was offered, with a complete explanation of the actions taken;
  • present evidence that the municipality supports the applicant’s attendance at the Institute or conference in the event that a scholarship is awarded, and that the applicant will be granted time off to attend the event;

 

  • submit a written statement specifying what attendance at the Institute of conference would me for the applicant’s professional development;

 

  • submit information from the IIMC Institute, conference or convention, or educational institute showing dates, cost, and summary of activity pertaining to the class or event that funding is being requested for.

 

GENERAL INFORMATION

 

-          Scholarships will cover the Institute or conference registration fee.

 

-          Consideration will be given to financial assistance for lodging, food, and travel on a case-by-case basis, as funds permit.

 

-          Scholarships may be awarded to the same applicant more than once, but a new application must be submitted each year.

 

-          Scholarships may be awarded to clerks pursuing their MMC designation, but preference will be given to those pursing their CMC designation.

 

-          Overall preference will be given to MMCA members, clerks actively seeking their CMC or MMC designation, and first-time attendees to the academies, conferences, or conventions
