MML "Day in Annapolis" Planned

The League is offering municipal officials an opportunity to spend the first day of the 2009 General Assembly session in Annapolis. The first day of the legislative session is Wednesday, January 14, 2009 and several legislative functions are planned for that day. Municipal officials can attend the opening day of the 2009 General Assembly session and visit with their legislative delegation in Annapolis. Next, they can attend a session to brush up on their legislative advocacy skills. MML's Director of Government Relations Candace Donoho will be discussing the do's and don'ts of lobbying your legislator and how a bill becomes law and providing tips to successfully pass legislation. Finally, members are invited to attend MML's first legislative reception, which will be held from 5:00 to 7:00 p.m. at the Maryland Inn in downtown Annapolis. The schedule is as follows:

Municipal "Fast Facts" Cards Now Available

The League has just completed work on a new "palm card" that highlights 12 fast facts about municipal government on one side of the card and lists all 157 cities and towns on the reverse side of the document. This new marketing piece is intended to be used by MML members and staff to help acquaint others with municipal government, describe services provided by cities and towns, and talk about how municipalities fund their budgets. It can be used when meeting with legislators, speaking before civic organizations, as a handout at city or town hall meetings, in meetings with the media, or when talking to school groups. Presidential Inaugural Assistance

Has your city or town been asked to provide public safety personnel or equipment to assist with activities relating to the inauguration of President Barack Obama? If so, please contact the Maryland Emergency Management Agency (MEMA) and tell them the type of assistance you will be providing. MEMA is lead state agency for inaugural coordination and needs to know which municipalities have been asked to help our DC neighbor with resources. If your city or town has received requests for assistance of any kind related to the Presidential Inaugural events, please e-mail the type and amount to Rmascari@mema.state.md.us. MDE Releases Draft of Stormwater
 Management Regulations

As a result of the passage of the Stormwater Management Act of 2007, the Maryland Department of the Environment (MDE) has been promulgating new regulations to implement the legislation. Following almost a year of meetings, the draft regulations are now online and available for comment. A public hearing will be held on December 8, 2008 (time and location to be determined) to hear comments from affected parties. Although MML has generally been in agreement with regard to these regulations, there has been some concern expressed by the more urban municipalities with regard to the increase in impervious surface requirement from 30% to 50%. Attention Maryland Municipal Clerks

The IIMC Region II Conference is just around the corner. The Conference Planning Committee has put in many hours to ensure that this year's conference is filled with educational sessions and entertainment. The conference is scheduled to be held January 15 -17, 2009 in Annapolis, Maryland, as it is our State's Capital and because of its historical significance. The conference registration forms have been mailed out and registration information has been posted to the Maryland Municipal Clerks Association (MMCA) website at MMCA Website. The committee is excited as they are moving into the final planning phase of this year's conference.

We thank those of you who have already donated Door Prizes; however we are still in need of additional prizes for the conference. If you have items that you plan to donate or have collected as door prizes, please bring them with you to the MMCA Quarterly Meeting on December 18, 2008.

New MML Compensation Survey

The Maryland Municipal League is looking into a new compensation survey that will replace the Institute for Governmental Service & Research (IGSR) salary survey that was last completed in January 2007. The new survey, if implemented, will be web-based, searchable, and include both salary and benefit information. However, the value of this new human resources tool will be commensurate with the level of MML member participation. In other words, the greater the municipal participation - the better the product will be for everyone. Understand that there will be a nominal fee for participation in the program; however, the fee to access compensation information will be greater for non-participants.

Cumberland - Wastewater Treatment Plant Superintendent

Oversees the operation of the City's 15 mgd Waste Water Treatment Plant. Ensures wastewater is treated according to National Pollution Discharge permit specifications. Determines necessary plant process changes and oversees implementation. Respond to and resolves issues regarding the operation of the plant. Compiles and produces required state reports regarding wastewater processing. Maintains and calculates all pertinent processing information. Prepares annual budget for the wastewater treatment plant. With a $ 4.0 million operating budget and 15 full-time staff, determines materials and staffing required to process City Wastewater. Responsible for Pretreatment Program's sampling of industries. The Cumberland facility will be upgraded to ENR technology to include bio solids heat drying. Responsible for day to day supervision of in-house chemical and bacterial laboratories. Requires Bachelor's degree in chemistry, environmental engineering or a related field preferred, but not required, and six years on-the-job training in the operation of a Wastewater Treatment Plant and two years supervisory or lead experience. Must have or be able to obtain within one (1) year a Class 5-A Wastewater Treatment Operator's License and a Wastewater Plant Superintendent's License by Maryland. Greenbelt - Community Development Inspector

The Community Development Inspector is assigned to the Department of Planning and Community Development, and is responsible for the administration and enforcement of the city's housing and property maintenance code, construction code, sediment control regulations and other related codes and regulations. Requirements include an Associate of Arts degree in engineering, architecture, public administration, planning, housing, or related degree, or an equivalent in college course work; experience in building, housing or civil construction inspection; or an equivalent combination of education and experience. Successful candidate will be required to obtain BOCA and state sediment control inspection certification within one year of employment. Community Development Inspector is a full-time (40 hour) position, which requires both interior and exterior inspections. Position open until filled. Salary is $35,110 with excellent benefits. Rising Sun - Police Officer

The Town of Rising Sun, located in Cecil County Maryland, is seeking qualified and experienced candidates to fill the position of patrol officer with the Rising Sun Police Department. The Department is a full service Police Department, consisting of a Chief, Sergeant, 4 patrol officers and an administrative Assistant. Rising Sun is located in the Northeast corner of Maryland, immediately South of Pennsylvania and West of Delaware. Rising Sun is a community in motion with a population of roughly 2,100 people living rural and suburban lifestyles. A Rising Sun Police Officer is expected to preserve the public peace, deter and prevent the commission of crimes, enforce the laws and ordinances of the State, County and Town of Rising Sun, arrest lawbreakers, preserve order and public places, maintain the safe and orderly flow of traffic on public ways, cooperate with and assist other law enforcement agencies in carrying out their duties, while carrying out these responsibilities in a dignified and courteous manner, so as to inspire the confidence of the public. The Officer plays a critical role in preserving the quality of life for our residents. Police Officers are expected to initiate frequent personal contacts with community members on their beats, and to interact in an attentive, friendly, and compassionate manner. Although enforcing the law and fighting crime remain important elements of policing, in reality, most police work is oriented toward non-enforcement tasks such as maintaining order and providing social services. Consequently, reducing community disorder, helping to mitigate residents' fears about crime, solving problems, and caring for individual victims, are all regarded as equally important to making arrests and solving crimes. The successful candidate shall be a U.S. Citizen, 21 years of age upon graduation of academy, with a valid driver's license, able to successfully complete and pass the hiring process to include a polygraph examination, drug testing and comprehensive background investigation. Ideal candidate will be certified as a Police Officer by the Maryland Police Training Commission with one (1) year sworn experience and at least 60 College Credits from an accredited university. If previously certified, no more than three (3) year expiration of MPTC certification. Candidates should submit a photocopy of current Police Officer Certification Card; or documentation showing service and certification from a bona fide police department within the past three years; or a Retirement Certificate from a bona fide police department within the past three years. Starting salary ranges from $36,000 to $40,055 (depending on prior law enforcement or military police experience) with excellent benefits package. University of Maryland, Vice President for Administrative Affairs

Applications and nominations are invited for the position of Vice President for Administrative Affairs at the University of Maryland, College Park. The Vice President for Administrative Affairs is a member of the senior leadership team of the campus and reports to the President of the University. As the Chief Fiscal and Administrative Officer of the institution, the Vice President is responsible for the oversight of the physical plant, strategic real estate, capital planning and development; fiscal planning, policies, and regulations; the fiscal administration of all institutional funds; and the cost effective planning and operation of the University's major administrative functions. The Vice President for Administrative Affairs represents the University in the ongoing development of the Route 1 corridor and surrounding communities; the University's Research Park, M-Square; and in the ongoing planning and transformation of the 38-acre East Campus into a residential and commercial center. The Vice President also serves as a representative of the President on various University and system-wide boards and councils, and represents as appropriate the University with external constituencies including State and local government and their respective elected officials. The Vice President provides line supervision for the following functions: finance and accounting; human resources; purchasing and contracts; facilities planning; facilities management; public safety; auxiliary enterprises related to administrative functions; and service units which provide logistical support for the University. The supervision of these activities is carried out in accordance with policies and guidelines set forth by the State of Maryland, the University System of Maryland, and the President. Applicants should have had at least 15 years senior management responsibility in a complex organization; demonstrated achievement in budget planning and management and government accounting practices; experienced leadership in strategic real estate and capital planning and development; demonstrated commitment to promoting diversity, employment and community equity; and preparation for the integration of current technology in instructional and administrative systems.
