MML Has New Leadership Team

Bowie Councilman Dennis Brady became MML's President on July 6 when MML's then-president, Havre de Grace Mayor David R. Craig, resigned as mayor to become Harford County Executive. Councilman Brady's ascension to the League presidency was automatic as he moved from First Vice President to President when the vacancy occurred.

David E. Carey, Mayor of Bel Air, was recently elected by the MML Board to fill the unexpired First Vice President term of Councilman Brady. Pursuant to MML Bylaws, the remaining Board members must fill a vacancy in the office of First Vice President from the existing Board through a special election. Mayor Carey will serve as First Vice President until the 2006 MML convention. Mayor Carey's at-large position on the Board of Directors will be filled by the MML Board at their September 10 meeting.

 
Goldsborough Appointed to the
 Board of Education

Governor Ehrlich recently appointed Denton Councilwoman and MML Board member H. Victoria Goldsborough to the Caroline County Board of Education. The new position requires Councilwoman Goldsborough to resign her Denton Council seat and also her seat on the MML Board. The appointment is effective August 1. We wish Board member Goldsborough all the very best in her new position of responsibility. We will miss her in MML!

 
MML Board Seeks Applicants for Vacancies

The MML Board of Directors is seeking written expressions of interest for two (2) member-at-large vacancies on the MML Board of Directors. The positions recently became vacant as a result of Bel Air Mayor David Carey's election as MML's new First Vice President and Denton Councilwoman Victoria Goldsborough's appointment to the Caroline County Board of Education.

Pursuant to MML Bylaws, the remaining members of the League's Board of Directors will fill any member-at-large vacancies. Candidates must be elected officials of an MML member municipality.

If you are interested in filling one of the member-at-large vacancies, please send a written expression of interest, including a statement on why you want to be an MML Board member and a delineation of your past activity with MML, to Councilman Dennis Brady, MML President, 1212 West Street, Annapolis, Maryland 21401. Expressions of interest must be received by the close of business on Friday, August 19, 2005. This information may also be e-mailed to Karend@mdmunicipal.org. The Board of Directors will elect two new members-at-large at the September 10 Board meeting.

MML Telephone and Voicemail
 Services Interrupted

Two of the "casualties" of the current MML headquarters renovation project have been the MML voicemail and telephone systems. Technicians from Verizon have advised MML that the damaged voicemail system is not repairable and that a replacement system is necessary. MML is now seeking quotes on a new voicemail system. In the meantime, MML is currently without reliable voicemail (and periodically basic telephone service). We apologize for any inconvenience this may cause our members. Please know that we are diligently working to have these services restored and operating properly.

 
2005 Fall Conference

Information regarding the 2005 fall conference is now available on the MML website at http://www.mdmunicipal.org. Documents include the schedule of events, hotel information and the conference registration form. Registration forms with payment can be mailed or faxed to the MML office. Online registration will be available August 15, 2005.

The Princess Royale Hotel and Conference Center will be the site of the 2005 MML fall conference, which is scheduled for October 20 - 22, 2005. The Town of Ocean City will host this year's conference.

Registration materials for MML's 2005 Fall Conference will also be available soon in the July-August issue of Municipal Maryland.

 
Frederick County Chapter Meeting

The Frederick County Chapter of the Maryland Municipal League will hold a chapter meeting on Thursday, August 25, 2005 at 7:00 p.m. The meeting will take place at the Walkersville Town Hall at 1 W. The Maryland Department of Housing and Community Development is a nationally recognized leader in affordable housing programs. The department has committed to an enhancement of its information technology capacities necessary to achieve wider goals of improved efficiency and program effectiveness. It is recruiting three Microsoft web based application developers to support all DHCD divisions and units by developing and supporting programs using MS VisualStudio.Net, SQL database and other programming tools to accomplish DHCD information technology initiatives in the most effective manner.

Minimum Qualifications: Applicants must possess a bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology related field, including courses in systems analysis and applications programming using generally accepted computer programming languages. In addition, two years of experience designing, developing, testing, implementing, and maintaining systems and programs using generally accepted computer programming languages are required.

The best candidates will possess exceptional analytical and organizational skills, as well as ability to translate product requirements into software architecture. Duties will require independently designing, testing, deploying and documenting software components. Ability to use Microsoft.Net technology and SQL Server is preferred.

Hyattsville - Request For Proposals For Compensation Study

The City of Hyattsville, Maryland is accepting sealed proposals, addressed to the City of Hyattsville, Maryland, 4310 Gallatin Street, Hyattsville, Maryland 20781 for a Compensation Study. Sealed proposals will be received at the City of Hyattsville Municipal Building at 4310 Gallatin Street, Hyattsville, Maryland 20781 until 5:00 p.m. local time on Monday, August 8, 2005. Proposals will be opened and publicly read aloud on Tuesday, August 9, 2005 at 1:00 p.m.

The City of Hyattsville is hereby soliciting proposals, from qualified persons or firms, for the comprehensive review and analysis of the City's current job classification and compensation systems (pay tables, promotion/advancement policies and benefits) with the ultimate outcome of the process being a report containing recommendations on how these systems could/should be modified to ensure that the compensation offered City employees is and will remain comparable to and competitive with that offered to persons performing similar duties in comparable municipalities throughout the State of Maryland and in the Washington, D.C. metropolitan area. The report shall also explain the methodology employed in conducting the analysis and contain the findings of the analysis. The analysis and recommendations should focus on total compensation (salary and benefits) rather than salary alone.
