Welcome to the Maryland Municipal Clerks' Association (MMCA) website!
Established in 1976, the MMCA is an organization dedicated to promoting the interests of municipal clerks. The Mission of MMCA is to promote professional development through education and networking opportunities. Our objectives are to promote education and certification of Municipal Clerks, promote better municipal government, increase efficiency of municipal clerks operations, be alert and respond to federal, state, and local legislation which impacts the clerks offices, and educate the public and colleagues regarding the role of the Municipal Clerk.

MMCA Mission Statement
The purpose of the Maryland Municipal Clerks Association is to promote improvement and efficiency in the operation of Municipal and County Clerks' Offices by facilitating cooperation among Municipal and County Clerks. MMCA encourages the interchange of experiences and methods of conducting Clerk's offices, by promoting or sponsoring periodic conferences and meetings for the discussion of problems and through research to find solutions.

Pamela A. Fleming Named
MMCA 2007 Clerk of the Year
Bowie’s City Clerk Pam Fleming
has been named the 2007 Maryland
Clerk of the Year by the
Maryland Municipal Clerks Association.
Fleming has been a city
employee since 1971 and city
clerk since 1988.
The MMCA describes
the municipal clerk as the “oldest
of public servants in local government.”
City clerks, like Fleming,
serve as the historians of the
community and are the direct link
between the residents and their
government, says the association,

Benefits and Goals
The Maryland Municipal Clerks Association:
- provides continuing growth and development opportunities through educational programs and workshops.
- supports and encourages participation in the prestigious Certified Municipal Clerks (CMC) and Master Municipal Clerks (MMC) programs through the International Institute of Municipal Clerks (IIMC). Accredited courses are offered at Old Dominion University, Norfolk, VA, and other universities throughout the United States. MMCA scholarships and IIMC scholarships are available.
