Standing Committees

There are three committees established by the Constitution and Bylaws of the Prince George's County Municipal Association. All committee appointments are made by the president.

LEGISLATIVE COMMITTEE - It is the duty of this committee to consider and/or formulate county and state legislation of concern to municipalities and make recommendations to the membership for action.   The committee will promote the legislative goals and coordinate the lobbying efforts of the PGCMA.   Johnie Higgs, Sr. - Chair

NOMINATING COMMITTEE - This committee is charged with the responsibility of presenting a slate of nominees for PGCMA Board of Directors in April of each year and conduct the election of officers at the May general meeting. Further, this committee will select a slate of nominees for the MML Board of Directors. Paula Noble - Chair

POLICY COMMITTEE - It is the duty of this committee to make recommendations to the Board of Directors and the general membership on resolutions concerning policies of a non-legislative nature. This committee is responsible for developing draft standing rules of conduct to govern the behavior of members of the Board of Directors. Vacant - Chair

OTHER COMMITTEES

In addition to the committees listed above, there are ad hoc committees which are appointed by the President. These ad hoc committees address specific issues/programs carried out by PGCMA. They operate in the same manner as the standing committees. Each committee can recommend to the board/membership any changes in duty descriptions that may better reflect the goal(s) of that particular committee.

BYLAWS COMMITTEE - It is the duty of this committee to review the bylaws, to inform the membership of recommended changes to the bylaws, to draft recommended bylaw changes, and to perform such other duties related to bylaws as may be requested by the board/membership. Frederick Smalls - Chair

EDUCATION COMMITTEE (New) - Monitor county education issues affecting the quality of schools, and as needed attend school board meetings to address issues of concern to PGCMA members. The committee will also recommend training programs for current and newly elected officials. Vacant - Chair

SCHOLARSHIP COMMITTEE - This committee is responsible to advertise PGCMA scholarships, prepare and distribute scholarship applications, collect and review completed applications, and select scholarship winners. Additionally the committee will prepare appropriate certificates for presentation to the scholarship winners at the May general meeting. Michael Leszcz - Chair

EVENTS COMMITTEE (formerly dinner/breakfast committee) - This committee will plan, organize and implement PGCMA events including the Legislative Dinner in November, the Scholarship Breakfast at the MML Convention in June plan, any receptions authorized by the board/membership. Karen Hampton - Chair

LONGEVITY COMMITTEE - This committee will identify qualified recipients of longevity awards given at the scholarship breakfast at the MML Convention in June and prepare appropriate awards for honoree(s). Karen Hampton - Chair

FINANCE COMMITTEE (New) - This committee will act for the Board of Directors in establishing and implementing financial policies and procedures and undertake specific actions delegated to the committee by the Board of Directors. Frederick Smalls - Chair

ADMINISTRATIVE COMMITTEE - This committee will investigate administrative suggestions presented at the PGCMA retreat and make recommendations regarding the practically of carrying out these suggestions. This committee will also do the initial work with the application and interview process for the Legislative Liaison position whenever a vacancy occurs.“J” Davis - Chair

PUBLIC RELATIONS/MEMBERSHIP - This committee will develop membership strategies aimed toward increasing participation at PGCMA meetings and events. To recommend public relations initiatives. To seek out and schedule public relations opportunities, including visits to municipal meetings/events to discuss PGCMA and its mission. Karen Hampton - Chair

MUNICIPAL HOMELAND SECURITY COMMITTEE - This committee will offer a forum for discussing common municipal homeland security issues and strategies and provide timely information as to county, state and federal funding, legislation and initiatives. The committee will advise the general members of county-wide / state-wide policy efforts as they pertain to homeland security. Committee open to Mayors/Administrators/Managers only. Fred Robinson - Chair

If you would like to be on a committee, please complete the committee sign-up sheet and forward to Frederick Smalls at the address shown on the sheet or email to fsmalls@jorge.com.   Committee chairpersons have been asked to work with their committee members to schedule meetings at times the majority members can attend and to attempt to stagger meetings so that some are in the day and some are in the evening.
