What does “Community” mean in your municipality? MML’s 2017 summer conference theme CommUNITY offers you the opportunity to submit photos showcasing the events and people that tell your municipality’s story. Photos will be used during MML’s summer conference (June 25-28, 2017 at the Convention Center in Ocean City) to illustrate the conference theme. Reservation Deadline at MML Conference Hotels is May 19
The deadline for reserving rooms at the 12 Ocean City hotels offering discounted rates to MML summer conference attendees is May 19. After May 19, any rooms remaining in MML’s bloc will be released to the general public and MML’s discounted rates will no longer apply. MML arranged for discounted rates at the Clarion, Dunes Manor, Hotels at Fager’s Island, Grand, Hampton Inn, Hilton Suites, Holiday Inn Suites Hotel, Holiday Inn Oceanfront, La Quinta Inn, Princess Bayside, and the Princess Royale. Please note that the Hampton Inn is sold out for most nights during MML’s conference. MML 45th Annual Golf Tournament
Sign up now for MML’s 45th Annual Golf Tournament! The tournament will be held during the League’s summer conference on Sunday, June 25 from 10:30 a.m. – 4:30 p.m. at Eagle’s Landing Golf Course and benefits MML’s Education Fund. Host for Children’s Party
The Worcester Youth and Family Counseling Services, assisted by the Berlin Parks Commission, will once again host the children’s party for ages 3-12 during MML’s summer conference on Tuesday, June 27. The party will include summer crafts, games, and a children’s buffet dinner. Parents/guardians must attend MML’s dinner and remain in the Convention Center during the children’s party. Children must be potty-trained to participate. Advance registration/ticket purchase for the children’s party is required, via MML’s registration [http://www.mdmunicipal.org/DocumentCenter/View/743] form.
Conference Volunteers Needed - Please Respond by May 15
Would you be willing to contribute a few hours during MML's summer conference to help with registration or serving as a door monitor/greeter at a general session or workshop? If so, sign up for MML's Municipal Volunteer Program [http://www.mdmunicipal.org/forms.aspx?FID=97] and become an MVP! You must be a conference registrant or his/her spouse/companion to volunteer. Those who volunteer will be recognized at conference with a VIP ribbon.
Flag Parade Registration Deadline - May 15
The parade of city and town flags will again be an exciting part of the opening general session during MML’s summer conference. The flag parade will be held on Monday June 26, 2017 at 10:00 a.m. Each participating municipality must designate an elected or appointed official (no children please) as flag bearer to present their municipal colors. As a reminder, the flag parade rehearsal will be held at 8:30 a.m. on Monday, June 26 and is MANDATORY for participants. Please be sure that your flag bearer DOES NOT have a conflict with other workshops being held at the same time as the rehearsal. ALL FLAG BEARERS MUST ATTEND THE REHEARSAL - NO EXCEPTIONS!
The following municipalities are registered for the 2017 flag parade: Bel Air, Betterton, Brunswick, Cambridge, Capitol Heights, Centreville, Chesapeake City, Chestertown, College Park, Colmar Manor, Cottage City, Crisfield, District Heights, Edmonston, Elkton, Federalsburg, Forest Heights, Friendship Heights, Gaithersburg, Galena, Hampstead, Hyattsville, Indian Head, Laytonsville, Leonardtown, Middletown, Morningside, New Carrollton, North Brentwood, Oakland, Perryville, Queenstown, Rising Sun, Rockville, Salisbury, Seat Pleasant, Snow Hill, Somerset, Union Bridge, University Park, and Upper Marlboro.

In addition to the opportunity to show off your municipal colors, an interesting fact, a nickname, or something that most people don’t know about your city or town (in 7 words or less, please) will also be announced. Please include this information on your flag parade registration form.
Parade participants are required to wear white or khaki slacks/skirts, white or blue shirt, and navy blue jacket. Since all flag bearers will be on stage with their flags when the session begins, MML will strictly enforce the dress code. Police uniforms are also acceptable.

MML Conference Proxies Available
Proxy forms [http://md-municipalleague.civicplus.com/DocumentCenter/View/3048] were e-mailed last month to each MML member municipality. Proxies offer alternatives to cities and towns that will otherwise not be represented at the League conference in Ocean City at the business meeting on June 27, 2017.
If elected officials from a League member municipality are unable to attend the conference, their municipality may be represented for voting purposes by administrative proxy (if a nonelected official from your municipality will represent your city/town) or municipal proxy (if a representative from another municipality will represent your city/town). Please note that a MML member municipality may exercise a municipal proxy for just one other member municipality.

Attention Academy Graduates
Interested in strengthening your negotiation skills in a way that advances effective governance while also improving working relationships with elected officials and the community? Leadership expert Captain Mark Adamshick, USN (ret.), Ph.D., has taught leadership at the U.S. Naval Academy, West Point, and the University of Maryland. On June 6, 2017 Captain Adamshick will guide municipal and county officials through a day of training specially designed to improve your leadership skills by applying a principled approach to negotiation.
This class will take place at the Local Government Insurance Trust (LGIT) offices in Hanover, Maryland and is open only to graduates of the Academy for Excellence in Local Governance. Municipal Leaders in Cuba Study Tour
MML has been notified of a pending Cuba Study Tour planned for this fall specifically for municipal leaders. The 8 day/7 night tour, organized by Global Relations Travel, includes world historical sites as well as local private sector business enterprises. Participants will learn how the private sector partners with community redevelopment in the island nation. Accommodations, most meals, tours, gratuity and travel within Cuba will be included in the $3,945 per person double occupancy price. Airfare is separate from this package price. Space is limited. The Maryland Municipal League Invites Your Input…
Although it seems the dust is still settling from the 2017 General Assembly session, it is time to start thinking about next year’s MML legislative priorities. To submit a Legislative Action Request (LAR) for consideration by the 2017-2018 Legislative Committee, please complete a 2018 LAR submission form [http://www.mdmunicipal.org/DocumentCenter/View/3025] and return it to MML by July 28, 2017. LARs considered in the past have included revenue, environmental, legal, planning and zoning, government operations, and transparency issues. LARs may be submitted by a municipality, a MML Chapter, or a MML Department. Please remember, to be considered by the MML Legislative Committee, prior to submission, all LARs must be adopted at a meeting of the body submitting the request and be signed and dated by an official representing the body. Potential Positions on State Task Force
During the 2017 General Assembly session, various bills passed creating task forces on a broad array of issues. Below are a few on which a municipal official may have a seat. MML is looking for qualified volunteers to potentially serve on a task force in the two following issue areas:
• Alcoholic Beverage Regulation
· Structure of boards of license commissioners
· Staffing of alcoholic beverages regulation and enforcement
· Operations of boards of license commissioners
• Bicycle Safety
· Operation and safety of bicycles on roadways
· Motor vehicle and bicycle interaction
· Adequacy of current and projected use of bike lanes
· Education and outreach on bicycle safety
