The Maryland Department of Housing and Community Development is the state’s Housing Finance Agency, supporting the creation and preservation of affordable, multifamily, rental housing and promoting
homeownership through sustainable, fixed-rate mortgages and down payment and closing cost assistance primarily to first-time homebuyers. The department also manages a wide array of programs providing assistance to counties, cities, and towns for infrastructure
and public purpose projects, small business creation and expansion, and revitalization and redevelopment activities that support economic growth and ensure that Maryland’s treasured communities are safe, vibrant, and attractive places to live, work, and play.
