Crisfield - Capital Improvement Plan

The City of Crisfield is soliciting Request for Proposals (RFP) from qualified firms to assist and advise the City in developing a detailed five-year capital improvement plan (CIP) document.

This project has been awarded Department of Housing and Community Development funds. Federal requirements and policies apply to and govern the Project.

The City of Crisfield is a small, impoverished, town with a working waterfront community. The population is 2,615 (2013-2017 American Community Survey 5-Year) 62.2% of Crisfield’s population is classified as Low to Moderate Income (LMI). The median household income is $29,681 (2017 American Community Survey).

The tax base for Crisfield is low and identifying funding for needed projects is problematic. There is no existing Capital Improvement Plan.

The five-year CIP will prioritize needed projects city-wide as well as identify funding sources. Funding sources may include the General Fund, Water & Sewer Fund, grants and loans. The plan will also address whether taxes are adequate for the City’s needs, and whether the citizens can sustain any further tax increases. Full details.

Boonsboro - Keedysville Springhouse Weir Wall Repair and Renovation

The Mayor and Council of Boonsboro, Maryland are seeking bids, from qualified firms, for repairs and renovations to the Keedysville Springhouse Weir Wall and Pool Apron. Bids must be placed in an envelope, sealed and marked “Keedysville Springhouse Weir Wall Repair and Renovation Project.” Sealed bids will be received at Town Hall, 21 N. Main Street, Boonsboro, Maryland 21713 until 2:00 PM on Friday, January 31, 2020. Bids will be opened publicly at 2:10 PM. The Request for Proposal may be downloaded from the Town’s website or obtained from Town Hall located at 21 North Main Street, Boonsboro, Maryland 21713.

Berwyn Heights – Architectural & Engineering Feasibility Services for Police Department

It is the intent of this RFP to solicit sealed proposals from qualified firms for the Town of Berwyn Heights (Town) to enter into a contractual agreement with a qualified architectural/engineering firm to conduct a space needs assessment for the Berwyn Heights Police Department and the departments and functions currently existing at the Town Hall and to determine if the site/land of the existing Town Hall can be expanded to accommodate the Berwyn Heights Police Department and the departments and functions currently existing at the Town Hall.  

The Town of Berwyn Heights police department currently leases space 5411 Berwyn Road.  This space houses police officers and administrative staff.  In addition to the office space needs, the police department also has patrol vehicles including specialized vehicles: CID van, command truck, ¾ ton pick-up, motorcycle and a digital speed monitoring trailer. Village of Martin’s Additions - Financial Processes and Procedures Review / Internal Control Audit

The Village of Martin’s Additions (Village or VMA) hereby solicits proposals from individuals or firms with experience in conducting reviews of financial processes and procedures or performing internal control audit(s). VMA expects that the successful proposer would begin immediately following contract award.

VMA has consistently received a positive report from its annual audit (i.e., the Village is compliant and in conformity with U.S. generally accepted accounting principles). The Village Council desires, though, to ensure that changes made during the past few years continue to be best practices. For example, we started using Bill.com rather than paper checks to pay bills and moved to QuickBooks to do more of the day-to-day bookkeeping.

VMA staff is small, there are two 2 employees including a Manager and a part-time Assistant Manager. The Treasurer, a member of the Council, works most closely with the Manager on day- to-day finances. Full details.

Cambridge – Election Services

The City of Cambridge (the “City”) requests proposals to conduct the City’s municipal election on Saturday, October 17, 2020, with a runoff, if necessary, to be held on Tuesday, December 1, 2020.  Both elections will be held at a single location. The City expects 1,000 city residents to participate.  

Prospective vendors should prepare and submit a written proposal labeled “Proposal for Election Services” to City Hall at 410 Academy Street, Cambridge, Maryland 21613, Attention: Patrick Comiskey, City Manager, or e-mail a proposal to pcomiskey@choosecambridge.com.  The proposal should provide an overview of the services the vendor is providing, the projected pricing, and a presentation of the vendor’s experience in conducting elections.  

The City will accept proposals until a vendor is selected.  The City, in its sole discretion, reserves the right to reject any and all proposals as it deems in the best interests of the City and without liability.  All proposals, inclusive of any documents and materials attached thereto, shall become public records and may be subject to public inspection.  Any language purporting to render all or any part of a proposal or any documents or materials attached thereto confidential or proprietary is ineffective and shall be disregarded.

Emmitsburg – Engineering Services

The Mayor and Commissioners of Emmitsburg are requesting sealed bids from qualified engineer firms for the design of a new clarifier for the Town’s existing water plant on Crystal Fountain Road.

Documents are available at the Town Office located at 300A South Seton Avenue, Emmitsburg, MD 21727, Monday through Friday between 8:00 a.m. and 4:30 p.m., and on the town’s website.

Sealed bids are due by 4:00 pm on Friday, February 14, 2020 to the Town Office. Proposals will not be accepted via email. Please note there is a mandatory site visit for any bidders prior to proposal submission.

Emmitsburg – North Seton Avenue Green Street Conceptual Plan

The Mayor and Commissioners of Emmitsburg, Maryland are requesting sealed proposals from qualified contractors to create a low maintenance green street conceptual plan, which shall implement green infrastructure enhancements along North Seton Avenue, from North Avenue to Provincial Parkway (approximately 1,600 linear feet), in Emmitsburg, Maryland. 

This proposal is for a conceptual plan only and shall exclude engineered designs.  Green infrastructure practices, such as street trees, native plantings, rain gardens, bio-retention cells, and/or bio-swales may be incorporated in the plan, and it must be designed in order to treat over one inch of runoff.  An calculation of total drainage area treated, calculation of impervious acre treated, and estimated cost per acre treated (at a one-inch runoff level) shall be included with the conceptual plan.
